Compliance
What Capital Ark is, what it deliberately is not, and what contributors are asked to confirm.
What this platform does
- Capital Ark is a non-partisan software vendor. We are not a political action committee, a political committee, or a fundraising agent for any candidate, campaign, or committee.
- We never process, hold, escrow, or forward contributions. Every contribution is made directly to the recipient committee on that committee's own official payment processor. Capital Ark never receives your payment information.
- Progress shown on this site is crowdsourced from what contributors tell us. It is not sourced from any candidate's records and should not be treated as an official fundraising total.
- Listing a candidate is not an endorsement. Candidates and committees do not pay to be listed and have no control over the goals groups set here.
- Contribution limits and reporting obligations are set by federal and state law and are enforced by the recipient committee's processor, not by Capital Ark.
Zero custody
There is no column anywhere in this platform’s database for a card number, a payment token, or an account balance. Contributions are made on the recipient committee’s own processor, and the only thing Capital Ark adds is a tracking parameter on the link.
Because of that, we also have no way to observe whether a contribution succeeded from the processor itself. A contribution moves the public total only after the supporter uploads a receipt and its visible recipient, processor, amount, completed status, and date pass Capital Ark’s consistency checks.
A matched receipt is supporting evidence, not confirmation from a campaign committee or payment processor. If a receipt cannot be matched, the contribution is not added to public progress.

Automatic charges are blocked
Some processors support parameters that charge a saved payment method the instant a link is opened, with no confirmation screen. Capital Ark strips those parameters from every link it generates, including from URLs supplied by organizers. Nobody using this platform can be charged without seeing a donation form first.
